On Tuesday, November 4, voters in Tom Bean ISD will vote on the district’s $22,000,000 bond election.

Working with the Board of Trustees, teachers, and administrators from across the district, the Facility Planning Committee developed a list of items to consider for inclusion in a bond package. The District has been evaluating current facilities and equipment, ongoing enrollment, and growth. If approved, the proposed bond package will affect every student in Tom Bean ISD.

WHY IS Tom Bean ISD HAVING A BOND ELECTION?

    • Tom Bean ISD Middle School is projected to exceed capacity in the next 3 years.

    • There are over 3,000 future lots that are in preliminary planning phases at this time.

    • Texas Instruments and GlobiTech are expected to bring nearly 5,000 new jobs to Grayson County.

  • CTE classroom renovations will add capacity and workforce pathways for six programs. Student programs affected by the bond include Health Science, Culinary, Graphic Design, Floral Design, Welding, and Robotics.

  • Safety and security is addressed throughout the scope of the bond. Key projects include:

    • Security Vestibules

    • Storm Shelter

    • Security Cameras

    • ADA Updates

  • The bond includes renovations to classrooms, locker rooms, science labs, and HVAC replacements to address aging facilities.

Tom Bean ISD Middle School is projected to exceed capacity by 2028/29, while the elementary school will exceed capacity by 2032/33.

If the bond passes, the district projects a tax RATE impact of $0.1527 (15 cents).

For the average home in Tom Bean ISD valued at $313,838, that impact would be $22.12 a month.

Tom Bean ISD currently has the lowest tax rate in Grayson County. If voters approve the bond, the new total tax rate of $1.07 will remain among the LOWEST IN THE COUNTY.

Tom Bean ISD‘s total tax rate has decreased by $0.36 since 2018.

VOTERS 65+ OR DISABLED

If you qualify for an age 65+ or disabled person residence homestead exemption, the school district taxes on your residence homestead cannot increase above your approved tax ceiling—as long as you own and live in the home and do not make any improvements/additions. The tax ceiling is the amount you paid in the year you qualified for the exemption. While your school district taxes may decrease, they cannot increase above your tax ceiling.

VOTERS 65+ OR DISABLED TAX EXEMPTION

why will my ballot read “this is a property tax increase”, if i have an approved homestead exemption?

Texas legislature passed laws in 2019 requiring all school bond elections to include the following language on the ballot: “THIS IS A PROPERTY TAX INCREASE”. The state mandates all bond ballots to include this language, regardless of what individual exemptions each voter may have.

HOW IS Tom Bean ISD’S TAX RATE CONFIGURED?

A school district’s tax rate is comprised of two components: the Maintenance & Operations tax (M&O) and the Interest & Sinking tax (I&S). Bond sales only affect the I&S rate.

WHAT IS M&O AND I&S?

Maintenance and Operation (M&O) funds are primarily used for the ongoing operational
needs of the district. These
funds ensure that the schools
can function on a day-to-day basis. They include:

  • Utilities

  • Supplies

  • Salaries

Interest and Sinking (I&S) funds are used for paying off debt incurred by the school district, typically for:

  • Construction of new school buildings

  • Renovation or major repairs of existing facilities

  • Purchase of large equipment or other capital investments
